Overview of Hellerstein & Associates

  • In August 2024, USTDA awarded a technical assistance grant to the Tocantins State Information Technology Agency (Agencia de Tecnologia da Informacao) in Brazil to help advance modern digital infrastructure, connectivity, and e-government services across one of the country's fastest-growing states. Hellerstein & Associates reviewed and recommended the funding of this feasibility study to USTDA. The study will develop a roadmap in support of the state's efforts to modernize and expand its digital infrastructure to ensure faster and more reliable data processing, connectivity, storage and cybersecurity across the state. It will also support the state's efforts to boost e-government services through the use of cloud computing, analytics and artiUcial intelligence. As can be seen in this news story

  • July 2024, Judith Hellerstein and Nicole Garraway, an associate, at Hellerstein & Associates, working with the St Lucia Department of Public Sector Modernization helping the department develop a Broadband Policy, Plan and Strategy for St. Lucia. The H&A team is working with stakeholders across the Government, Private Sector, and civil society to develop this Broadband Policy Framework as can be seen in the attached article The St. Lucia Government Caribbean Digital Transformation Project .

  • December 2023, Judith Hellerstein assisted the PNG Department of Information and Communications Technology (DICT), The International Telecommunication Union (ITU) in partnership with the National ICT Authority (NICTA), and UN Capital Development Fund (UNCDF), at a multi-stakeholder policy dialogue on "Improving Network Coverage and Expansion and Financial Inclusion in the Sepik."

    Representatives from DICT, NICTA, the EU Delegation, prominent telco operators, and financial institutions actively participated, forming a united front to craft a comprehensive roadmap for the region's development.

  • November 2023, Judith Hellerstein assisted the PNG Department of Information and Communications Technology (DICT) in partnership with the International Telecommunication Union (ITU) and UN DESA on the Digital Government Delivery Workshop. The Digital Government Delivery Workshop is a pivotal initiative to ensure that Papua New Guinea's public bodies are informed and aligned with their digital transformation objectives. The workshop used a mix of keynote addresses, interactive sessions, and hands-on workshops to empower the heads of these bodies with strategic insights and equip the digital transformation officers with the tools and knowledge for operational excellence, the workshop aims to pave the way for a successful and integrated digital future for PNG.

  • May 17, 2023, Judith Hellerstein joined Roxanne John from the ISOC Chapter in St. Vincent, and Apollo Knights of the NRDC in St. Vincent for a Round Table Talk in honor of World Telecom Day 2023 under the subject of Digital Transformation. Please click Watch on Facebook to view the video.

  • February 2023, Judith Hellerstein provided technical assistance to the Department of ICT of the Government of Papua New Guinea in their role as the Interim Secretariat of The Pacific ICT Dialogue. This meeting was held in February 2023 at the Gazelle International Hotel in Kokopo, Papua New Guinea. The meeting was led by the Minister for ICT, Timothy Masiu, who called for greater collaboration among Pacific nations to drive progress in ICT. The Pacific ICT Dialogue was a gathering of Pacific leaders and experts in the field of Information and Communication Technology (ICT), aimed at discussing the common challenges and opportunities facing the Pacific region.

  • November 23, 2022, Judith Hellerstein & David Townsend facilitated a national Stakeholder Consultation for The Department of Information and Communications Technology (DICT) and the National Information Communications Technology Authority (NICTA) where they launched the National Broadband Plan before all stakeholders. Representatives from various Government Agencies, Operators, others in the Private Sector, Academic, Technical Community, and Civil Society came to provide their comments and suggestions on this draft Plan and its five main pillars.

    The five (5) key Pillars of the National Broadband Plan are;
    1. Infrastructure, Services, Meaningful Connectivity
    2. Affordable Smart Devices
    3. Broadband Applications and Content
    4. Education, Training, Capacity Building
    5. Government, Public Services

    For each Pillar, the Plan provides an overview discussion, the objectives, and indicative targets associated which then will further define key strategies aimed at achieving those goals.

    This workshop provided all stakeholders with an opportunity to have their say to ensure high-speed, affordable, and meaningful connectivity across the country. It gave DICT and NICTA a chance to hear from all stakeholders their thoughts and feedback on these five pillars and especially their suggestions for how the Government should expand connectivity. During this event, we were able to gain insight and solutions to enable us to develop a plan that is feasible and achievable.

    The Workshop was attended by more than 80 people and answered the following questions a) How can meaningful connectivity be achieved in PNG?
    b) How can we reduce the cost of smart devices in PNG?
    c) How do we get these devices into the hands of women, girls, persons with disabilities, and indigenous people? People in rural areas
    d) What can be done to encourage and support further domestic apps and content?
    e) How can we set targets to ensure marginalized communities are part of all the key targets and goals?
    f) How can we ensure effective, accountable, and transparent government processes at all levels?
    g) How can the PNG government ensure an inclusive and participatory decision-making process at all levels.
    h) What should be the role of the Government, Private sector, Academia, Civil Society, and Marginalized communities in the implementation of the broadband plan?
    This work was funded by the Economic Social Infrastructure Program.

  • Judith Hellerstein & David Townsend facilitated a national Stakeholder Consultation for The Department of Information and Communications Technology (DICT) and the National Information Communications Technology Authority (NICTA) provided stakeholders such as the civil society, private and public sector, academia, businesses, telecommunication sector, mobile operators, and marginalized communities, a forum to voice their views to ensure that the UAS Policy and Strategic Plan meets their needs and aligns to PNG policies, strategies, laws, and regulations. This consultation provided an opportunity for the people of PNG to have their say to ensure high-speed, affordable, and meaningful connectivity across the country. The workshop was attended by more than 50 people.

    The goal of this revised Universal Service & Access Policy is to act as a catalyst for action to drive down the price of Internet access, expand coverage to the millions that remain unconnected, and build the inclusive foundation for a robust digital economy. This revised policy will modernise the UAS Policy and the Universal Access and Service Fund (UASF) mandate to build an inclusive and strong digital economy within PNG. The policy has identified five key objectives, which are Accessibility, Affordability, Availability, Utilisation, and Meaningful Connectivity. Additionally, the draft Policy has identified five focus areas which are Network and Service Coverage and Access, Affordable Devices, ICT Business Development, Applications, Content, Utilization, Public Institutions, Government Services, and Gender and Social Inclusion.

  • January 2022, Hellerstein & Associates on behalf of the Ministry of Communications and Digitalisations held a successful one-day Validation Workshop on January 26th at the Fiesta Royale Hotel in Accra, Ghana. The workshop presented the findings and recommendations of the Legislative Review and Gap Assessment Report and discussed the gaps we had identified in the Report that could impede more effective e-transform initiative results, and how to mitigate this impact. This work has been funded by the World Bank under the eTransform Project.

    During 2021 the team held over 30 virtual stakeholder consultations and reviewed over 60 different legislations, regulations, and policies. Our key recommendations address legislative misalignments and gaps that hamper digital transformation in the current legislation.

    The keynote speech was given by H.E., Ursula Owusu Ekuful, Minister of Communications and Digitalisation. The workshop was attended by over 50 stakeholders.

  • September 25, 2020 USTDA awarded a grant to the Brazilian telecommunications company Equatorial Telecomunicacoes S.A.to facilitate the development of a broadband network backbone in the country's northeast region.   • September 3, 2020 , USTDA awarded a technical assistance grant to the State Bank of Para (Banpara) to advance the modernization and expansion of its information and communications technology infrastructure and improve access to digital banking for Banpara for more than seven million customers.   • February 2020, Port Moresby, Papua New Guinea, Judith Hellerstein began work under the Economic Social Infrastructure Program as a Senior ICT and Telecom policy Consultant for the Department of Communications and Information Technology (ICT Ministry) providing ICT and digital transformation policy advice to the Secretary to support the design and development of a proposed Digital Government and digital transformation policy and legislation, and other digital development work. Work also includes the Development of framework for digital government applications, services, and platforms, including digital ID, IT infrastructure and enterprise architecture; Development (writing) of ICT policy and strategy issues, such as data localization, data protection/data privacy, trade, e-transaction, cybersecurity, cybercrime, and other e-commerce activities.

  • December 2019, Berlin, Germany, Judith Hellerstein attended the Global IGF and was a speaker and a rapporteur for several workshops, specifically one on Trade, innovations, and digital inclusion and another panel on accessibility.   • November 2019, Montreal, Canada, Judith Hellerstein & Alfredo Calderon were the academic directors for the North American School of Internet Governance held from October 31-November 1, 2019. NASIG was a full two-day event with 40 moderators and speakers from a wide range of backgrounds and expertise providing the students with significant opportunities for the students to interact with local, regional , and industry global thought leaders. Sessions included topics on Connectivity, Domain Fundamentals, Cybersecurity, Education, Internet Governance, Trust & privacy, Gender, ICANN's relevance, Block Chain and the Internet of Things.   • September 2019, Judith Hellerstein worked closely with IP3 to develop, recruit teachers and to teach a two week class on Telecom Regulation: Challenges and Opportunities. This years class featured classes on Competition Policy, Licensing, Spectrum Management, Platform Liability, Convergence, Cybercrime/Cyber Security, Data Management, Pricing and Costing, Enforcement, Privacy, e-Government Services, Internet Governance, Consumer Protection, and Disaster Planning and Emergency Services and a site visit to the Federal Communications Commission.   • October-November 2018, Judith Hellerstein was selected as an ISOC Fellow and Mentor to attend the ITU Plenipotentiary in Dubai UAE on the Internet Society Delegation. She closely followed resolutions on Connectivity and Access, Over the Top Services, and Internet Related resolutions.

    September 2017, The H&A team travelled to Gabon to present our Final National Broadband Strategy for Gabon to the Ministry of Economy and Digital Computer and the National Agency for Digital Infrastructure and Frequencies at a national workshop of all stakeholders. We presented our Final Report and had a good discussion with stakeholders. Later we handed in the report to officials.

Assessed feasible technologies for last and middle mile infrastructure deployments, including identifying new, low-cost technologies that might replace current infrastructure.

    In June 2016 Hellerstein & Associates was awarded a contract by the World Bank to provide technical assistance to the Ministry of Economy and Digital Computer (MENP), the Regulatory Authority (ARCEP), and the National Agency for Digital Infrastructure and Frequencies (ANINF) on developing a national broadband strategy for Gabon and an operational plan in place to increase the coverage of broadband and to develop a knowledge economy.     • Current digital infrastructure;
    • Current e-government programs and services;
    • Current and potential applications for broadband in Gabon;
    • Identified the types of applications that can monetize the development of broadband infrastructure and improve the quality and coverage of services; and
    • Developed a digital spatial plan serving as a repository for the Government and private investors;
    • Stabilized Legal and Regulatory Framework

    June 2016 USTDA Supports Efforts Increase Broadband Access Northern Brazil USTDA awarded a grant to the Empresa de Processamento de Dados do Estado do Par (PRODEPA), the State of Para's information technology (IT) company. The grant will support PRODEPA to develop a roadmap and an implementation plan to expand Para's fiber and wireless broadband network, allowing further connectiand e-government services throughout the state. Hellerstein & Associates reviewed and recommended the funding of this feasibility study to USTDA. The technical assistance will identify best practices for delivering data transmission solutions under the Amazon's challenging conditions of dense tropical forests and uneven terrain divided by major rivers. The project will provide recommendations for creating free broadband access through public telecenters and schools.

    In June 2016, H&A was awarded a grant by USTDA to conduct and develop six ICT focused pre-feasibility studies in the States of Bahia, Sao Paulo, Goias, Pernambuco, and Paraba analyzing the viability of ICT, broadband networks and business models, data-centers, increasing citizen-centered services, e-Government and Smart Cities projects for USTDA funding. Created detailed Terms of Reference and budgets for proposed studies. Assessed feasible technologies for last and middle mile infrastructure deployments, including identifying new, low-cost technologies that might replace current infrastructure.

    August 2015 USTDA ADVANCES IT MODERNIZATION IN SOUTHERN BRAZIL On August 7, USTDA awarded a grant of $356,920 to the Companhia de Processamento de Dados do Estado do Rio Grande do Sul (PROCERGS), Rio Grande do Sul's state IT company. Hellerstein & Associates reviewed and recommended the funding of this feasibility study to USTDA. The grant will provide technical assistance to help PROCERGS develop a roadmap to expand the states fiber and wireless broadband network and to modernize its existing data center.

    May 2015 USTDA PROMOTES IT MODERNIZATION IN BRAZIL, May 20, 2015 USTDA awarded a grant to the Empresa Sergipana de Tecnologia da Informacao (Sergipe State Information Technology Company, or EMGETIS). Hellerstein & Associates reviewed and recommended the funding of this feasibility study to USTDA. The grant will provide technical assistance to help the state-owned entity develop a roadmap to expand its broadband network and modernize an existing data center.     July 2014- Brazil - In 2014 an H&A team went down to Brazil to evaluate a series of IT and infrastructure projects for USTDA. Hellerstein & Associates reviewed and recommended the funding of five of the six feasibility studies to USTDA for the states of Rio Grade Do Sol, Tocantins, Sergipe, Para, and Santa Catarina. We then developed five ICT focused pre-feasibility studies, which included detailed terms of reference, budgets, and qualifications for consultants in these states. Our reports also analyzed the viability of ICT, broadband networks, data-centers, e-Government and Internet of Things projects for USTDA funding.

    Grants have been signed already with EMGETIS from the State of Sergipe to provide technical assistance to help the state-owned entity develop a roadmap to expand its broadband network and modernize an existing data center.


    December 14, 2012- Freetown, Sierra Leone - H&A's Judith Hellerstein & Rene Bustillo hosted a successful workshop at the Shangri-La to review the deliverables submitted under the Developing and Negotiation of Regulatory Instruments with NATCOM, the Ministry of Information and Communications, and SALCAB.

    November 1-9 2012-Baku, Azerbaijan H&A's Judith Hellerstein developed a two day program under the auspices of the Commercial Law Development Program of the US Department of Commerce which funded a 10 member delegation of regulators and ministry officials from Iraq and a 3 person delegation from Egypts Civil Society prior to the 7th Internet Governance Forum held in Baku, Azerbaijan from November 6-9 2012. The program included talks on copyright, intellectual property, Internet Freedom, Internet Governance, and cyber risk assessment.


    June 12-15, 2012- Chisinau, Moldova H&A's Judith Hellerstein and Sofia Abraham Mendoza working for The Annenberg School of Communications conducted a successful training for the Ministry of Information Technology and Communications of the Republic of Moldova on ICT, e-Government, leadership skills, ICT Policy and institutional development, cyber crime, spectrum policy, open access, broadband deployment and other policy issues. This project was financed by InfoDev under their New Directions for Growth, Regulation, and Public Policy: Broadband and Mobile for the Western CIS Region.


    April 20-26 2012-Geneva, Switzerland H&A's Judith Hellerstein a Council member of the Greater Washington DC Internet Society was chosen to represent the chapter at the Global Chapter meetings and the Global INET in Geneva, Switzerland by the Internet Society.


    December 2011-Freetown, Sierra Leone H&A visits Freetown, Sierra Leone to begin its technical assistance work for the Ministry and the Regulator relating to open access issues to the submarine cable. The landing station is shown above as is the current satellite station


    November 2011-Freetown, Sierra Leone H&A signed a contract with the Ministry of Industry and Commerce, Sierra Leone under the World Bank funded West Africa Regional Communications Infrastructure Program-Sierra Leone to provide technical assistance and develop and negotiate a series of regulatory instruments to assess the current legal and regulatory actions needed to ensure open and non-discriminatory access to cable landing and other international gateway facilities.

    October 2011-Washington, DC H&A's Judith Hellerstein signed a letter of Intent with the Annenberg School of Communications to develop a diagnostic and analysis on broadband and e-Government deployment in the Western CIS countries and the Central Asian Countries. H&A will also be developing curricula for the training of public officials and students on ICT, e-Government, leadership skills, ICT Policy and institutional development, cyber crime, spectrum policy, open access, broadband deployment and other policy issues.

    October 2011- Chisinau, Moldova H&A in partnership with Millennium International Limited was awarded the Moldova Telecom Privatization project by the International Finance Corporation.

    October 2011- St. Lucia H&A held a successful drafting review workshop where Attorneys General from the 6 OECS countries worked to finalize and approve new legislation and regulations for electronic transactions; digital signatures; electronic payment; E-Filing; cybercrime; cyber security; privacy and data protection; interception of communications; and freedom of information laws following WTO & UNCTAD best practices.

    September 2011-Washington, DC H&A's Judith Hellerstein signed a letter of Intent with the Annenberg School of Communications to develop a revised edition of the Afghanistan Media Law Manual.

    September 2011- St. Lucia H&A held a successful drafting review workshop where legislative drafters from the 6 OECS countries worked to finalize new legislation and regulations for electronic transactions; digital signatures; electronic payment; E-Filing; cybercrime; cyber security; privacy and data protection; interception of communications; and freedom of information laws following WTO & UNCTAD best practices.

    May 2011-Vientiane & Pakse, Laos H&A held two successful workshops for the Lao Ministry of Industry and Commerce in Vientiane and in Pakse on the assessment and capacity building that was accomplished during the project to provided the necessary skill sets to NAST so that it can strengthen the Governments legal framework in advance of Laos entry into the WTO. The workshops were attended by Government employees, civil society, NGOs, and the private sector. The Pakse workshops were geared to manufacturers based in that part of the country.

    January 2011- Castries, St. Lucia H&A signed a contract with the Organization of Eastern Caribbean States to provide technical assistance to the OECS countries in 2010-2011 to harmonize their legal and regulatory frameworks for electronic transactions, trade, electronic payment, E-Filing, cybercrime, and cyber security.

    November 2010-Vientiane, Laos H&A signed a contract with the Ministry of Industry and Commerce, Foreign Trade Policy Department, National Implementation Unit to provide technical assistance to assess the institutional, legal and regulatory framework for Technical Barriers to Trade in the Lao PDR with regard to WTO compliance and effectiveness in enabling a market economic system

    USTDA Projects in Brazil

    BRAZIL RECEIVES USTDA COUNTRY OF THE YEAR AWARD. Reflecting the success of the agency's program in advancing mutual economic benefits and U.S. policy priorities, USTDA Director Larry W. Walther presented an award today naming Brazil as the agency's 2008 Country of the Year. Hellerstein & Associates reviewed and recommended to USTDA to fund five of these projects over the past few years. "In establishing its priorities, Brazil has continuously focused on both infrastructure development and economic growth," said USTDA Director Walther. "Our program responds to these priorities and demonstrates USTDA's effectiveness in bringing U.S. technology, expertise and ingenuity to bear in addressing priority infrastructure projects."     USTDA SUPPORTS BROADBAND PROJECT IN BRAZIL'S ACRE REGION - On September 18, USTDA awarded a grant to the Government of the State of Acre to promote the development of a statewide broadband project to further economic growth of the Secretariat of Administrative Management in the State of Acre (Secretariat). Hellerstein & Associates reviewed and recommended the funding of this feasibility study to USTDA. USTDA is pleased to support this project because ICT infrastructure is an essential catalyst for growth in the global economy. This project will connect the Acre region with the world. The State of Acre is committed to the development of a statewide broadband project that includes a hybrid voice, data and video Internet Protocol-based network to reduce the region's interconnectivity and broaden its access to the global economy.
